Before anyone can argue about the future, they must get there. A temporary span across the Kerr River needs two banks to own its inspections. Snow closes the high route. Every changed plan forces towns that disagree about the road to depend on one another.
Sam has the complete map and the evidence to release it. He no longer believes that makes the decision his. The new compact must say which routes are shared, which remain closed, who maintains them, and when everyone meets again.
